Breed has put forward a proposal aimed at enhancing nighttime safety in the Tenderloin district by restricting the operating hours of certain retail businesses. This initiative is part of a broader strategy to combat open-air drug markets and improve the overall safety of the neighborhood.

The proposal, developed in collaboration with Tenderloin community members and stakeholders, seeks to address concerns about late-night retail operations fueling drug-related crimes and unsafe street conditions. Mayor Breed emphasized the importance of community involvement in shaping the legislation, stating, “This is an idea for the community, from the community.”

City Attorney David Chiu expressed support for the initiative, highlighting the need to disrupt open-air drug markets in the Tenderloin. He emphasized the city's commitment to working with residents and other city departments to ensure compliance with the proposed legislation.

The proposed legislation aims to restrict the operating hours of retail establishments selling prepackaged food or tobacco products between 12 a.m. and 5 a.m. in specific areas of the Tenderloin. The goal is to curb late-night drug activity and create a safer environment for residents, particularly during nighttime hours.

Community members and local businesses have voiced their support for the initiative, recognizing the importance of addressing nighttime safety concerns. Abdul Alrammah of Yemen Kitchen expressed optimism about the proposed legislation, emphasizing its potential to contribute to a healthier and more vibrant neighborhood.

If passed, the legislation will empower the Department of Public Health to issue fines to businesses violating the operating hour restrictions, with the aim of improving the health and well-being of Tenderloin residents. The San Francisco Police Department will play a crucial role in enforcing the regulations on the ground.

The proposal is part of Mayor Breed's broader Drug Market Agency Coordination Center (DMACC) efforts, which have already shown progress in dismantling illegal drug markets in the Tenderloin and South of Market neighborhoods. SFPD Chief Bill Scott commended the initiative, emphasizing the importance of continued efforts to address drug-related challenges in the city.
